To Comrade Yang Zhenggen, Procurator-General of the People's Procuratorate of the Guangxi Zhuang Autonomous Region, and All Respected Leaders:
Dear Procurator-General Yang:
We are the family members of the 18 detained co-workers from Beijing Zion Church in the "October 9 Church Case." Today, with heavy hearts yet filled with hope, we write this letter to you. As wives, husbands, children, and parents, we think of our loved ones day and night, whom we have been separated from for so long. Every brief message after a visit fills us with both heartache and gratitude.
In October 2025, our loved ones—including Pastor Jin Mingri—18 pastors and co-workers in total—were criminally detained for the church's normal religious activities and subsequently approved for arrest on suspicion of "illegally utilizing an information network for criminal purposes." The maximum penalty for this offense is only three years, yet they have now been detained for more than 200 days. The notices extending the investigation period multiple times astonishingly cite "possible sentence of ten years or more" as the reason. As ordinary family members, we find this truly incomprehensible and are deeply anxious.
Procurator-General Yang, you have always emphasized "handling every case with high quality and efficiency" and "administering justice for the people and taking responsibility for the rule of law." These words give us hope. We believe that you and your colleagues at the procuratorate will surely base decisions on facts, adhere to the law, and safeguard the legitimate rights of every citizen. Our loved ones are all kind and peaceful church co-workers who have devoted their lives to spreading love and hope, never doing anything to harm society. Now, some of them suffer from diabetes, heart disease, or hypertension, and in the detention center, we worry most about their physical and emotional well-being, yet we are unable to be by their side to accompany and care for them at all times...
As family members, the most frequent thing we do every day is pray for them—and also pray for you and the case handlers. We hope that in these difficult days, they can feel justice and warmth; we also hope that our children can soon see their moms and dads, and that our elders can soon see their sons and daughters. Family reunion is our simplest wish.
To this end, we earnestly request:
1. That your procuratorate conduct a review of the necessity of detention in this case, change the coercive measures in accordance with the law, allow our loved ones to be released on bail pending trial or freed, and return home soon.
2. That you correct the extension decision that does not match the current charge, strictly handle the case in accordance with the Criminal Procedure Law, and restore their due procedural rights.
3. That you ensure lawyers can meet and defend normally, improve medical and living conditions for the detained individuals, and let them feel the human warmth of justice.
4. That you disclose phased case information, so that we family members, who worry day and night, can have a bit more peace of mind.
Procurator-General Yang, we deeply understand the heavy responsibility of procuratorial work and believe that under your leadership, the procuratorate organs of Guangxi will surely practice "justice for the people" through concrete actions. Our loved ones and our families look forward to your attention and assistance. Whatever the outcome, we are willing to remember this fairness and compassion with grateful hearts.
Thank you for taking the time to read this letter amid your busy schedule. We are ready at any time to provide any required materials and maintain communication with your procuratorate through lawyers.
Yours sincerely,
Family Members of the 18 Detained Co-Workers from Beijing Zion Church "October 9 Church Case" / Liu Chunli, Yang Jun, Geng Pengpeng, Su Ziming, Gu Xiaoyu
